Savage Man Arrested in Eagan Facing Multiple Drug Charges

Police believe Nicholas Carmen Norstad, 31, was attempting to break into vehicles when he was arrested.

A Savage man faces a handful of criminal charges after Eagan police allegedly found him in possession of drug paraphernalia and 34 Xanax pills.

Nicholas Carmen Norstad, 31, was charged with two counts of felony fifth-degree possession of a controlled substance and one misdemeanor count of possession of drug paraphernalia. The felony possession charges each carrie a maximum penalty of five years in prison and a $10,000 fine.

At 12:39 a.m. on Oct. 24, an Eagan police officer on a routine patrol when he allegedly saw one person flee on foot from a line of parked cars on a city street. A second person in dark clothing then walked by the officer's squad car.

Believing that the two may have been planning to break into vehicles, the officer spoke with second person—identified as Norstad—and observed that he was allegedly under the influence of a controlled substance.

The officer searched Norstad, and allegedly found a glass pipe that later tested positive for trace amounts of methamphetamine. In Norstad's back pocket, police say they also found a metal marijuana pipe.

Police also searched Norstad's vehicle, where they allegedly found 34 Xanax pills.
