Grama,
if you are on a Mac computer, you can download, and install, Flash Player manually.
It can be found here: get.adobe.com/flashplayer/
The technology used in the page is at-par with other technology. Its unfortunate that Apple dropped support for Flash by default, but you can still install it manually. Upon installing Flash Player you will be able to read the article. Alternatively, you can sign up for the sheriffs newsletter, and it will be emailed directly to you.

Hey Grama~
I'll raise the issue with our tech team to see if there's anything we can do on our end to make it accessible for you. In the meantime, you can download PDF versions of the Dakota County Sheriff's newsletter directly from their website by following this link: http://www.dakotacountysheriff.org/newsletter.html. I hope that helps!
