Information on Door-to-door Solicitation Rules and Regulations

Due to storms our district endured this summer, many residents are in need of roofing repairs, and as a result you may be experiencing a higher number of door-to-door solicitations for contractors. We have heard from some constituents who are concerned about aggressive practices by these door-to-door solicitors. While most solicitors have good intentions, it’s very important to understand the rules that apply to door-to-door solicitations to protect yourself from possible scams.

  • Every solicitor needs to be licensed. Even if they are part of a larger company, each person must get their own individual license. The Eagan and Burnsville Police perform a background check on each applicant.
  • Residents can and should ask door-to-door solicitors to see their license. Each solicitor should carry their own permit issued by the City of Burnsville or Eagan.
  • Solicitors are required to operate during “reasonable” time periods, and should not be coming to your door early in the morning or late in the evening.

If you have a suspicion that a person is not licensed, please report them!

  • Eagan: If there is a suspicious person in your vicinity dial 911. If the report is not timely, i.e. the person has left and you don’t know where they went, call the non-emergency police line 651-675-5799.
  • Burnsville: Dial 952-895-4600 during business hours for non-emergency police, and dial 911 during non-business hours.

Please consider your neighbors who might not be connected to this information. If possible, pay a visit and drop off the city contact numbers for their use. Many people fall victims to scams every year, let’s try to enable ourselves and others to avoid them!
