Eagan Man Arrested After Exposing Himself at Rosemount Library

Mark Pappas, a 61-year old Eagan man, has been charged with two counts of criminal sexual conduct after allegedly exposing himself in the presence of teenagers at Rosemount's Robert Trail Library.

A 61-year old Eagan man was arrested on Friday for allegedly exposing his genitals at the in Rosemount.

Mark Pappas has been charged with two counts of fifth-degree criminal sexual conduct in relation to the incident.

In a Rosemount Town Pages article, according to a Dakota County criminal complaint, began investigating reports of a man exposing himself in the library on May 8. Pappas allegedly visited the library regularly at the times which Rosemount Middle School children arrived after school to do homework or wait for rides.

Pappas was known to be a regular at the library, coming in at around the same time each day since 2009, the investigation uncovered.

Rosemount police officers set up surveillance at the library and witnessed Pappas rub a large book up and down his groin area several times before touching himself under the book while allegedly watching three teenage girls in a nearby study room.

Several teenagers told police that they had also seen Pappas expose his genitals at the library.

According to the criminal complaint, Pappas told police he was maybe being “a little risque” and that he was maybe hoping “someone would see me.”

Pappas allegedly denied masturbating and stated he did not wear underwear and had a habit of putting his feet up on the footrest.

Pappas’ first court appearance was scheduled for Tuesday.
