Eagan Man Arrested After High-Speed Chase from Minneapolis to Burnsville

An Eagan man is facing felony charges after a high-speed chase last week that police say began in Minneapolis and ended up in Burnsville.

Dominic Joseph Petrangelo, 28, is charged with refusing to submit to a chemical test, which carries a maximum penalty of seven years in prison and a $14,000 fine, and fleeing a police officer in a motor vehicle, which has a maximum penalty of three years in prison and a $5,000 fine.

Petrangelo remains in custody in the Hennepin County Jail on a $70,000 bond. An omnibus hearing in his case is scheduled May 4 in Hennepin County District Court.

According to the criminal complaint, a Minneapolis police officer was checking speeds on the exit ramp of Interstate 35W at 46th Street East on March 27 when he clocked Petrangelo at 75 mph in a 55 mph zone.

The officer followed Petrangelo’s SUV, watching him make several erratic lane changes, and turned on his emergency lights and siren, according to the complaint.

Petrangelo turned off the lights on his SUV and accelerated away from the pursuing officer, who continued to follow him, the complaint says. Petrangelo fled into Bloomington and then into Burnsville, “swerving through traffic, nearly causing an accident and traveling at a high rate of speed,” according to the complaint.

As Petrangelo exited I-35W at Cliff Road in Burnsville, one of his SUV’s tires appeared to be losing air. He slowed down, struck a curb and got out of the SUV through the passenger door, then fled on foot, according to the complaint. He was apprehended by a K9 officer.

The officer smelled alcohol on Petrangelo’s breath and asked him to take a preliminary breath test, to which Petrangelo responded, “[Expletive] no!”, according to the complaint. Petrangelo continued to “be belligerent and yell curse words and inappropriate comments at the officer,” the complaint says.

Petrangelo was given time to contact an attorney, but he didn’t do so, according to the complaint. After about 20 minutes, the officer asked again if he would submit to a blood or urine test, and he refused to answer.

Police learned that Petrangelo’s driver’s license had been canceled and he was being sought on a warrant charging him with violating probation on a drug crime. His criminal history includes convictions for DWI in 2004, 2008 and 2011.
