Eagan Man Faces Stalking Charges, Failure to Register as Predatory Offender

According to a Dakota County criminal complaint, Jeffrey Allen Welage, 29, was in a romantic relationship with a 19-year-old Wisconsin woman between approximately May 16 and Aug. 30, 2011.  

The couple lived with Welage’s mother in an Eagan apartment until the girlfriend ended the relationship because Welage was physically and verbally abusive, the complaint stated. 

According to the complaint, Welage routinely choked and punched the victim during arguments and would often take her car keys to prevent her from leaving. 

The complaint also said Eagan police were called to provide assistance while the woman moved out of the apartment after ending the relationship on Aug. 30. 

The victim reportedly moved back in with her parents in Wisconsin.  

Shortly after the break-up, Welage began a series of phone calls, emails and text messages to the victim’s family stating that he was looking for her and that he could not live without her, the complaint stated. 

Welage allegedly placed 320 calls to victim’s sister between Sept.-Oct. 2011. He also allegedly sent 173 text messages in ten minutes to victim’s sister on or around Oct. 11, the complaint stated. 

The complaint also included some of the more threatening messages the victim’s family received from Welage via text and email. 

Sheriff’s deputies from the victim’s home county warned Welage three times between Sept. 29 and Oct. 11 to discontinue trying to contact the victim. 

The complaint also said Welage’s mother contacted Eagan police on Oct. 10 to request her son be removed from her apartment.

On Oct. 12 Eagan police helped serve a restraining order against Welage from the victim’s local police department. 

Welage is currently being held in the Dakota County Jail after Eagan police arrested him on Oct. 20 for failure to register as a predatory offender—a requirement stemming from a 2001 conviction for second-degree criminal sexual conduct with a person under 13 years old.  

Welage was also arrested in Ramsey County in April 2011 for violating a domestic abuse no-contact order and again in Washington County in June 2011 for felony domestic assualt.
