Police Issue Warrant for Eagan Man Accused of Domestic Assault

Tracy Duane Jackson is facing three felony charges in the August incident.

A nationwide arrest warrant has been issued for an Eagan man charged with three felonies in connection with a domestic assault last month.

Tracy Duane Jackson, 24, is charged with felony domestic assault and violating a restraining order, each of which carries a maximum penalty of five years in prison and a $10,000 fine. He is also charged with domestic assault by strangulation, which has a maximum penalty of three years in prison and a $5,000 fine.

According to the criminal complaint, Eagan police were called to a home on Aug. 24 after a woman told them that her daughter had posted a message on Facebook reading, “Mom help.” When the woman tried to call her daughter, there was no response, so she called police.

Police found woman’s daughter at home, “visibly upset,” the complaint says. She told police that she had an active restraining order against Jackson, but that she had allowed him into her home the night before.

She became upset with Jackson and asked him to leave, and he did. However, she said he returned shortly afterward, drunk, and when she told him to leave again.

Jackson came to the victim’s workplace the next afternoon. She told him that she no longer wanted to have a relationship with him and asked him to leave her alone, she told police.

Jackson came to the victim’s home that evening, and they argued again. This time, the complaint says, Jackson punched the victim’s face with a closed fist. When she retreated to her bedroom, Jackson followed her and hit her in the face, cutting her lip, and also choked her with one hand so she couldn’t breathe, according to the complaint.

Jackson took the victim’s cell phone and keys, she said. She told police that she saw him call 911 from her call phone, tell the dispatcher that he needed a squad car, and then hang up. Jackson then left with the victim’s keys and phone, the complaint says.

Police have unsuccessfully tried to locate Jackson.

His criminal history includes convictions for violating a harassment order in 2005 and domestic assault in 2009.
