Capitol Review: Daley's Teacher Licensing Bill Passes Unanimously with Senate Education Committee

Here’s what’s happened this past week with bills authored or co-authored by local legislators:

  • A bill Daley chief authored at the end of January has unanimously been passed by the Senate Education Committee. SF0170 would require teachers to pass a basic skills examination in math, reading, and writing prior to admission to a higher education teacher preparation program, according to a Minnesota Senate press release.  "Current law allows a teacher candidates to take the basic skills test when ready to apply for a license, and permits a teacher who failed the basic skills test to receive and even renew a temporary one-year teaching license up to two more times," the press release continued. "”Teacher quality is the number one in-school factor affecting student
    achievement,” Daley, a member of the Education Committee, said in the press release. “We want our students to have the best teachers, and it makes sense to ensure only well-qualified candidates enter teacher preparation programs. Ability to pass basic skills tests should be that litmus test.”

House Rep. Doug Wardlow (R-District 38B) of Eagan

  • Wardlow chief authored HF0396, a bill that would make changes (clarifying and technical) to the current Minnesota Common Interest Ownership Act.
  • He also chief authored HF0395, a bill clarifying deeds to a correct title and certain acknowledgments, as well as "cancellation of residential purchase agreements provided, and redemption period clarified for foreclosure of certain mortgages."
  • Wardlow co-authored HF0430, which gives the "right of individuals to keep and bear arms provided, and constitutional amendment proposed."
