Council Preview: Massage Parlor Under Fire, New Coffee Shop at Library?

The Eagan City Council is also expected to vote whether to permit the proposed redevelopment of Parkview Golf Course.

The Eagan City Council is expected to take on the proposed redevelopment of Parkview Golf Course on Tuesday night, but that's not the only item on the agenda.

The council will convene at 6:30 p.m. on Tuesday evening at City Hall to hold a regular meeting. Here's a preview of a selection of agenda items the council is expected to discuss. For a full agenda, click here.

  • The council may schedule an administrative hearing on Tuesday to review possible ordinance violations committed by a massage parlor in Eagan. Heavenly Asian Massage, located at 4215 Nicols Road, has violated city ordinances by allowing unlicensed massage therapists to practice at the parlor, according to a city report. The business, owned by Julio Alaniz, may have its license revoked, and manager Yang Yu may also have a massage therapist license revoked. The council isn't expected to take action on this item on Tuesday. After an administrative hearing is held, the city will schedule a public hearing regarding the ordinance violations.
  • Two new police officers will likely be sworn in at the Tuesday meeting by Eagan Police Chief Jim McDonald. Daniel Spiess and Bryan Johnson are expected to take the oath of office during a presentation at the meeting.
  • The council may vote on Tuesday to extend Eagan's high-speed fiber network to the Cedar Grove Redevelopment Area, which will soon be home to the Paragon outlet mall. City staff believe that the mall, which will have as many as 100 tenants, is a good candidate for fiber access.
  • The city and Wescott Library may partner to develop a concessions/coffee shop in the library. The owners of the library's current, privately-operated coffee shop, Dewey's Cafe, announced on Facebook that they will close down their operation at the end of April. The council is expected to vote on a joint powers agreement that would allow the city to run the library shop for a trial period. 
  • The council is expected to vote on Tuesday whether to accept a $5,000 grant from the Metropolitan Regional Arts Council. The grant will fund Teen Artist Gatherings in the city, a guest artist series, the annual Harvest of Art event and branding and marketing in conjunction with the "Art ... Be a Part" campaign.
