Eagan May Seek Public Funding for Redevelopment of Lockheed Martin Site

Eagan city officials say they would like to consider the use of Tax Increment Financing to help fund improvements on the property. But first, they have to change a state law.

Pedestrian access, a multi-level parking garage, a mix of office and retail space. Eagan city officials have a laundry list of features they would like to see Minneapolis-based CSM Corporation incorporate into the company's redevelopment of the former Lockheed Martin property. But to get there, the city may have to chip in some public money. Eagan Community Development Director Jon Hohenstein said the city is considering the creation of a Tax Increment Financing (TIF) District to help fund certain infrastructure improvements on the 47.4-acre site, which is situated just off Pilot Knob Road in Eagan. WHAT IS A TIF DISTRICT? When new development is constructed on a site, the market value of that property and its property taxes typically rise…

Why would the city council want more office space at this site when there's no market for it? How would Eagan benefit from a parking ramp and pedestrian access? Won't CSM's plan include the best way for customers to utilize the business' that will be on the site? How can the city even consider spending money on this site w/o seeing the CSM plan? Eagan Council Prefers Mixed Use, Walkability for Lockheed Martin Redevelopment

Developer warns the redevelopment of the 47-acre property in central Eagan must be "market-driven" to be successful.

Follow Eagan Patch on Twitter | Like us on Facebook | Sign up for our daily newsletter | Blog for us Eagan City Council members reaffirmed their interest in a pedestrian-friendly, attractive development with a mix of retail businesses, office space and potentially residential housing at the former Lockheed Martin property on Tuesday night. The council heard from representatives from CSM Corporation—the developer that owns the 47-acre property in central Eagan—and a consulting firm during a two-hour, focused discussion regarding the future of the property. CSM purchased the Lockheed Martin site in 2011 after Lockheed Martin announced it would shutter the roughly 620,000-square-foot facility by 2013. The developer proposed building a large-…

Walkability? Does that mean the city will finally start snow removal on the sidewalks? Daily, I find it a huge waste of resources when I see city vehicles parked with the engines running, apparently doing nothing, also driving on the walking paths in and around the central park yet they dont have any resources to remove the snow on the city sidewalks around the park or accessing the main streets …   more ›

Maguire: County's Pilot Knob Road Proposal "Premature", Harmful to Local Businesses

Dakota County officials, Eagan City Council members and a handful of local business owners sparred over the future of a busy portion of Pilot Knob Road on Tuesday night.

Follow Eagan Patch on Twitter | Like us on Facebook | Sign up for our daily newsletter | Blog for us After conducting a months-long traffic study on a portion of Pilot Knob Road in Eagan, Dakota County officials finally submitted a recommendation to the Eagan City Council for review. But the proposal ran into a wall of opposition at a Tuesday night meeting from council members and local business leaders. Eagan Mayor Mike Maguire rejected the recommendation during a heated debate, calling it "premature", "inflexible" and harmful to local businesses along the roadway. Pilot Knob Road has been under county scrutiny for months. County officials seek to relieve heavy traffic congestion on a .36-mile-long stretch between Yankee Doodle Road and …

I bank in person at Wells Fargo, and have not once seen a collision or even a near-collision at the Wells Fargo driveway. Though this is anecdotal, what is statistics other than a significant number of anecdotal measurements? My observations span the most recent eight years, a wide variety of days & times, and "paydays" as well as "slow" days. If the city or county wants to put in a turn lane, …   more ›

CSM Withdraws Lockheed Martin Plans, City Steps in with Site Study

City officials hope the $15,000 study will help them hone their focus for the 47-acre Lockheed Martin site.

Follow Eagan Patch on Twitter | Like us on Facebook | Sign up for our daily newsletter| Blog for us CSM Corporation, the developer behind a proposed 510,000-square-foot retail complex on the Lockheed Martin site in Eagan, says its plans for the project are in a holding pattern until Dakota County completes a nearby road corridor study. But that hasn't stopped the Eagan City Council, which last week commissioned a roughly $15,000 study of the 47-acre property that city officials say will help identify the city's vision and expectations for the land. The council unanimously voted to hire Minneapolis-based Hoisington Koegler Group Inc. to conduct the study following CSM's decision to withdraw its development application for the property. CSM …

Planning Commission to Weigh New Retail Developments

Eagan's Advisory Planning Commission has a big agenda on tap for its regular meeting on Tuesday evening.

A developer wants to demolish a gas station and car wash in Rahncliff Court and build a 7,150 square foot retail building with an outdoor dining patio. The request is one of three retail developments that will likely be evaluated by the Eagan Advisory Planning Commission during its regular meeting on Tuesday evening. Planning Commission members are also expected to hear rezoning and subdivision requests related to CSM Corporation's proposed redevelopment of the Lockheed Martin site and a planned development amendment to allow a proposed medical clinic. Oppidan, Inc., the developer behind the proposed Rahncliff Court project, wants to begin construction on its multi-tenant retail project as early as this summer, according to a planning …

Retail Redevelopment Plans for Lockheed Martin Site Get Mixed Reception

The owner of the Lockheed Martin site unveiled its plans in front of several dozen area residents and officials at a Wednesday evening meeting in Eagan.

The developers of the Lockheed Martin property unveiled their plans for a 510,000-square-foot retail complex in front of an alternately warm and cold audience on Wednesday night. Several dozen area residents attended CSM Corporation's neighborhood meeting at the Eagan Community Center to get a first look at the company's redevelopment plans for the property. CSM purchased the 47-acre parcel in downtown Eagan following Lockheed Martin's announcement in 2010 that it plans to close its sprawling facility and move many of the jobs at the site to New York and California. The developers plan to begin construction on the proposed complex in April 2013—one month after Lockheed moves out of the facility, and open the retail center in the fall of …

The developer plans to discuss its plans for the redevelopment of the Lockheed Martin property.

The company behind the proposed redevelopment of the 47-acre Lockheed Martin site in Eagan plans to hold a neighborhood meeting for local residents on Wednesday, March 14. The meeting, which will run from 6:30 to 7:30 p.m. at the Eagan Community Center, will be an opportunity to learn more about the project and ask questions, according to a press release issued Monday. The meeting is being hosted by CSM Eagan, LLC., a subsidiary of CSM Corporation, and will be attended by CSM and its consultants. The company is considering the construction of as much as 520,000 square feet of retail space at the Lockheed Martin site. The new development would replace the existing office facility.
