Mayor: Eagan in a Time of "Transition"

Eagan Mayor Mike Maguire delivered the annual State of the City Address at the Eagan Fire Safety Center on Thursday morning.

With five of Eagan's senior officials expected to retire by the end of the year, the city is in a state of transition, Eagan Mayor Mike Maguire said on Thursday morning during his State of the City Address. The annual speech, delivered this year at the Eagan Fire Safety Center, was well attended by past and current city officials, elected representatives and others. Attendees included Republican Sen. Ted Daley and Dakota County Regional Chamber of Commerce President Ruthe Batulis, among others. In his 45-minute-long speech, Maguire recognized a handful of individuals and organizations that have had an impact on the community, and reviewed the successes and challenges facing Eagan in the year to come. Eagan Council Expected to Review Proposed Precinct Boundaries

The Eagan City Council will meet at 5:30 p.m. on Tuesday for a special council meeting.

Just as legislative and congressional districts have been redrawn in the wake of redistricting, so too must Eagan rework its precinct lines. The Eagan City Council is expected to review the city's proposed 2012 precinct boundaries at a special council meeting at 5:30 p.m. on Tuesday at Eagan's Municipal Center. The council may also discuss a Healthy and Active Living Resolution, cable franchise agreements and its restaurant definitions and liquor licensing. To view the full council agenda, click here. City Changes Rules Governing ... Carrier Pigeons?

You heard me right. Eagan City Code has a chapter on carrier pigeons.

City officials had a hard time holding back their tongue-in-cheek comments last week, as the Eagan City Council took action to amend its rules governing carrier pigeons. "Carrier pigeons?" I thought, as I reviewed the council's agenda for the evening. "Why would the city have an ordinance on carrier pigeons?" After talking with the city's communications director, Tom Garrison, it turns out that the city's ordinance is an old, quirky rule inserted into the City Code. But just because it hails from another era doesn't mean it doesn't serve a purpose today, Garrison was quick to point out. At least one person in Eagan currently has a permit under the ordinance to keep carrier pigeons, Garrison said. People who wish to own carrier pigeons—also…

Council Gives Green Light to Dog Park at Thresher Fields

On Tuesday night, the Eagan City Council OKed a budget amendment and ordinance change to facilitate the development of an off-leash dog park.

Local canines have a new reason to wag their tails. On Tuesday night, the Eagan City Council voted unanimously to approve a budget amendment and a city ordinance change to allow the development of a 6.38-acre off-leash dog park at Thresher Fields. City officials estimate development of the field could cost as much as $45,000. Development of the off-leash dog area will likely be completed this summer, according to Eagan Parks and Recreation Director Juli Seydell Johnson. "I’m glad this is finally happening," City Councilor Paul Bakken said on Tuesday night. "Aside from better serving our Canine American constituents, it will also be nice to see more daytime use of that park and that parking lot," he joked. The city's Advisory Parks …

Hey Arne~ The key word to note here is "additional". You're correct in saying that the money is taxpayer money, but it is my understanding after speaking to city officials that the funds the city is using for this project have already been levied from taxpayers. Therefore, no additional taxes will be levied in the future to account for the project.   more ›

Even More Retail Space Coming to Lockheed Martin Site?

The developer that owns the Lockheed Martin site has changed its plans for the property.

CSM Equities LLC, owner of the Lockheed Martin site in downtown Eagan, has scrapped its plans to develop a multi-story office space on the 47-acre property, deciding instead to pursue additional retail development at the site. Last year, the developer asked the Eagan City Council to rezone 41.2 acres of the site from major office to retail commercial, a move that would pave the way for a planned retail shopping center to be developed on the site. The property, currently home to Lockheed Martin, will be vacated by the business in 2013. Originally, CSM planned to build 480,000 square feet of retail space on the 41.2 acres, reserving the remaining six acres of the site for the office complex. Eagan Council Approves Domestic Partner Registry

The registry will allow committed, unmarried couples of all sexual orientations to document their relationship with the city.

For the vast majority of Eagan residents, Mayor Mike Maguire said Tuesday night, a domestic partner registry ordinance will make no difference. But for the few who are in committed, unmarried relationships, the mayor said, the registry could be a helpful service. Maguire's remarks came just before the Eagan City Council voted 4-0 to approve a proposed domestic partnership registry at its regular meeting Tuesday. Councilor Cyndee Fields was absent from the meeting. Eagan is the 17th city in Minnesota to pass a domestic partner registry, which will allow unmarried couples—both heterosexual and homosexual—to document their relationship with the city. Daycare Coming to Rahncliff Court Strip Mall?

Day By Day Childcare is planning a move from its current home in Diffley Square in Eagan.

A five-classroom childcare facility may soon be relocating to the strip mall along Rahncliff Court in southern Eagan—if the Eagan City Council approves a development plan amendment. Day By Day Childcare, currently located in a strip mall at 4130 Blackhawk Road, wants to occupy a roughly 5,000 square foot space in the Rahncliff Court retail center, according to planning report filed by the city. The proposed school consists of five classrooms and a common indoor play area, restrooms, a kitchen and even a 1,738 square foot outdoor play area. The Eagan Planning Commission is scheduled to review the daycare center's proposal at its meeting on Dec. 27.
