Michael Christopher Schwarzhoff, 29, was arrested just before 1 p.m. on Jan. 23 outside of a business on the 1200 block of Town Centre Drive, according to a criminal complaint filed with the Dakota County District Court. Officers were called to the scene by a female witness, who told police she and her 3-year-old had parked outside the restaurant to eat lunch.
