Eagan city officials say they would like to consider the use of Tax Increment Financing to help fund improvements on the property. But first, they have to change a state law.

Eagan city officials issued 2,699 private sector building permits in 2012 for construction projects worth a total of nearly $110 million. Last year's totals represent a significant increase over 2011, when the city issued 2,259 total permits for projects worth $59.7 million. In 2010, the city approved 2,616 permits, but the permitted projects were only worth $45 million. City officials are moving forward on plans to realign Cedar Grove Boulevard and a gas pipeline in preparation for the construction of a 400,000-square-foot outlet mall.

On Wednesday, the Eagan City Council authorized city staff to begin planning for road grading in anticipation of the realignment of Cedar Grove Boulevard. In a separate motion, the council also gave the green light to an engineering study on the relocation of an Xcel Energy gas pipeline running through the area. Paragon Outlets, a Baltimore, Md.-based developer, wants to construct a 420,000-square-foot outlet mall on the site, located near the intersection of Hwy. 77 and Hwy. 13 in Eagan. The purchase agreement calls for Paragon to pay $5.8 million in land costs, plus $3.5 million for the relocation of Cedar Grove Parkway and $1.2 million to move an Xcel Energy gas pipeline underneath the site. The owner of the Lockheed Martin site unveiled its plans in front of several dozen area residents and officials at a Wednesday evening meeting in Eagan.
The developers of the Lockheed Martin property unveiled their plans for a 510,000-square-foot retail complex in front of an alternately warm and cold audience on Wednesday night. Several dozen area residents attended CSM Corporation's neighborhood meeting at the Eagan Community Center to get a first look at the company's redevelopment plans for the property. CSM purchased the 47-acre parcel in downtown Eagan following Lockheed Martin's announcement in 2010 that it plans to close its sprawling facility and move many of the jobs at the site to New York and California. In boom times, Greg Miller would have no problem finding tenants for the Boulder Lake Business Park in Eagan. Miller is the president and co-owner of Interstate Partners, a power player in the local commercial real estate scene. The company built more than 100,000 square feet of office space at Boulder Lake, which is located off Hwy. 55 in Eagan, and has plans to add roughly 600,000 square feet to the complex. Big Lots will move into the Office Depot location once the office supplies store closes on May 28
Eagan Director of Community Development, Jon Hohenstein, confirmed Tuesday that the city has received a building permit application to convert the space at 1284 Town Centre Drive to a Big Lots discount retail store. The site is currently home to an Office Depot, which is scheduled to officially close on May 28. Ohio-based Big Lots buys up excess inventory and close-out items—everything from furniture to groceries—and offers it to the public at significant discounts. Why would the city council want more office space at this site when there's no market for it? How would Eagan benefit from a parking ramp and pedestrian access? Won't CSM's plan include the best way for customers to utilize the business' that will be on the site? How can the city even consider spending money on this site w/o seeing the CSM plan?
