Dennis Michael Roy, 44, could face a maximum of 30 years in prison and $40,000 in fines. His sentencing hearing is scheduled for March 22. Police say Roy assaulted the girl repeatedly at her former home in Eagan. The girl's mother contacted Dakota County Social Services about the alleged abuse in 2011. Christopher Robert Nicholls, 22, was charged with one count of fourth-degree criminal sexual conduct, which carries a maximum penalty of 10 years in prison and a $20,000 fine. Police were dispatched to an apartment complex in Eagan at 2:07 a.m. on Oct. 21. Recently released records show two Dakota County men were listed in the Boy Scouts' confidential "perversion files," which barred them from volunteering with the Scouts.
An Eagan man and an Apple Valley man were, in the 1980s, listed by the Boy Scouts of America in a confidential file, dubbed the "perversion files," for being connected to allegations of sexual abuse and homosexuality. The files were released Thursday by order of the Oregon Supreme Court. They were used as evidence in a 2010 lawsuit against the Scouts in a molestation case that resulted in a jury awarding $20 million to a man molested by an assistant scoutmaster in the 1980s. The files include the names of more than 1,200 people from across the country, including 23 from Minnesota, whom the Boy Scouts suspected might be child abusers. A former Eagan man is charged with criminal sexual conduct in Dakota County after police say he molested a pre-teen Apple Valley boy while serving as the boy's personal care attendant. Neil Walter Solberg, 81, who currently lives in Fort Meyers, Fla., is charged with felony second-degree criminal sexual conduct. According to the criminal complaint, last fall Apple Valley police and a Dakota County social worker interviewed a 16-year-old Apple Valley boy who told them he had been sexually abused four or five years prior by a hired care attendant named Neil, allegedly identified later in the investigation as Solberg. Mark Pappas, a 61-year old Eagan man, has been charged with two counts of criminal sexual conduct after allegedly exposing himself in the presence of teenagers at Rosemount's Robert Trail Library.
A 61-year old Eagan man was arrested on Friday for allegedly exposing his genitals at the Robert Trail Library in Rosemount. Mark Pappas has been charged with two counts of fifth-degree criminal sexual conduct in relation to the incident. In a Rosemount Town Pages article, according to a Dakota County criminal complaint, Rosemount police began investigating reports of a man exposing himself in the library on May 8. Pappas allegedly visited the library regularly at the times which Rosemount Middle School children arrived after school to do homework or wait for rides. A Minneapolis man could face as many as 30 years in prison for allegedly having a sexual relationship with a five-year-old female relative. Dennis Michael Roy, 43, was charged with one felony count of first-degree criminal sexual conduct. Police say Roy assaulted the girl at her former home in Eagan over Memorial Day weekend in 2008. The girl's mother contacted Dakota County Social Services about the alleged abuse last April, according to a criminal complaint filed on Jan. 29. The girl is now 8 years old, the complaint said. Roy has a lengthy criminal history, including two convictions for domestic assault, three convictions for disorderly conduct and a second-degree burglary conviction.

Dakota County Juvenile Court Judge Kathryn Messerich sentenced William Donald Maloney, 18, to an adult prison sentence of almost 8.5 years, but stayed the execution of the sentence.
An Eagan teenager pleaded guilty today to charges stemming from a series of incidents in which he stalked three teenage girls, sexually assaulted one girl, burglarized three homes and stole underwear from the girls. Originally charged with eight different felonies from incidents dating back to June 2010, 18-year-old William Donald Maloney pleaded guilty to second-degree burglary, first-degree attempted burglary, first-degree burglary with a sexual assault and fourth-degree attempted criminal sexual conduct. Maloney's crimes spanned from June 2010 to Sept. 2011, when he was 16- and 17-years-old. Using the rules of extended juvenile jursidiction, Dakota County Juvenile Court Judge Kathryn Messerich sentenced Maloney to an adult prison …
