Two Charged with Burglarizing Eagan Apartment Complex

Heidi Marie Fox of Richfield and Andrew James Remer of Minneapolis are charged with first-degree burglary in connection with the Dec. 26 incident.

A Richfield woman and a Bloomington man have been charged with burglary after police say they were caught rifling through cars in the parking garage of an Eagan apartment building on the day after Christmas.

Heidi Marie Fox, 33, and Andrew James Remer, 25, are each charged with two felonies: first-degree burglary, which carries a maximum penalty of 20 years in prison and a $35,000 fine, and possession of burglary tools, which has a maximum penalty of three years in prison and a $5,000 fine.

According to the criminal complaint, Eagan police were called to an apartment building in the 1800 block of Silver Bell Road at about 5:30 a.m. after a caller reported that she saw two people walking through the garage.

When police arrived, they found a man wearing a hooded sweatshirt walking among the parked cars. Officers said they heard a “distinct click” every once in awhile, as though the individual was attempting to open car doors.

Police arrested the man, identified him as Remer and searched him. During the search, they found two screwdrivers, a handicapped placard, a garage door opener, latex gloves, a key to the apartment building’s front door and “several items of small value,” including a checkbook and a driver’s license, according to the complaints.

Officers found Fox hiding in a corner of the garage beside a sport-utility vehicle. She was carrying a small black bag containing screwdrivers, wrenches, latex gloves, charging cables and a GPS unit, the complaint says.

Police interviewed the woman who called to report the individuals in the garage. She told them she had turned on her television to watch live surveillance video of the garage before she went downstairs, and spotted the two suspects.

Officers also spoke to a maintenance worker at the apartment complex, who said he had reviewed the surveillance video and learned that Fox and Remer had gotten into the building by prying open a lockbox in the front foyer area and removing a spare entry key. Police found that key on Remer when he was arrested.
