Capitol Review: Bill to Change Financial Statement Requirements for Charitable Organizations

Sen. Ted Daley (R-District 38) authored a bill aiming to modify certain charities' requirements and provide more consistency in their reporting of compensation.

Here’s what’s happened this past week with bills authored or co-authored by local legislators:

State Sen. Ted Daley (R-District 38) of Eagan and Burnsville

  • Authored a bill to modify air carrier employees overtime requirements. If passed, it would be effective the day following final enactment. SF0488 was introduced Feb. 28.
  • Authored a bill to modify charitable organizations financial statement and compensation information reporting requirements, according to the Minnesota House of Representatives website. SF0615 was introduced March 7.
  • Work continues on these bills, which Daley authored: a bill that would exempt military retirement income from Minnesota state taxes (SF0041); a bill regarding the reduction in the state workforce "by at least 15 percent by June 30, 2015" and creating an early retirement program (SF0081); a bill that would require teachers to pass a basic skills examination in math, reading, and writing prior to admission to a higher education teacher preparation program (SF0170). The bill had its second reading Feb. 10 and another author has been added. 
  • In addition, Daley will be holding March 12 and 26 from 10 a.m. until noon.

State. Rep. Doug Wardlow (R-District 38B) of Eagan

  • Authored a bill to reduce the limitation period for bringing certain
    actions and amending Minnesota Statutes 2010, sections 325D.64; 541.05,
    subdivision 1. If passed, the legislation would go into effect Aug. 1, 2011. HF0654 was introduced Feb. 24.
  • Authored a bill relating to "taxation; individual income; providing an exclusion for long-term capital gains" and amending specific Minnesota 2010 statutes. Section 1 and 2 of the bill would go into effect for taxable years after Dec. 31, 2010. Section 3 of the bill would go into effect the day following final enactment, according to the Minnesota House of Representatives website. HF0711 was introduced on Feb. 24.
  • Work continues on these bills, which Wardlow previously authored: a bill that would make changes (clarifying and technical) to the current Minnesota Common Interest Ownership Act (HF0396); a bill clarifying deeds to a correct title and certain acknowledgments, as well as "cancellation of residential purchase agreements provided, and redemption period clarified for foreclosure of certain mortgages" (HF0395). A bill to modify unlawful or deceptive trade practices and allow class action court order appeals (HF0211) was passed by the Civil Law Committee and re-referred to the Judiciary Policy and Finance Committee. 

State. Rep. Diane Anderson (R-District 38A) of Eagan

  • Authored a bill to appropriate money for emergency services grants
    and transitional housing. HF0846 was introduced March 3. 
  • Work continues on these bills, which Anderson previously authored: a bill requiring the court to adopt a parenting plan proposed by both parents, which "allows parents to avoid using the designations of sole or joint legal or physical custody in their parenting plan" (HF0292). The bill was passed by the Civil Law Committee and re-referred to the Judiciary Policy and Finance Committee. It was introduced on Jan. 31.
