Council Preview: EDA May Approve Sale of Cedar Grove Land to Outlet Mall Developer

The Eagan Economic Development Authority may vote to approve the sale of 29 acres of land in the Cedar Grove Redevelopment Area to Paragon Outlets.

The Eagan City Council will convene at 6:30 p.m. on Tuesday night at to hold a regular meeting. Here's a preview of a selection of agenda items the council is expected to discuss. For a full agenda, click here.

  • The Eagan City Council is expected to recognize Aug. 7, 2012, as the city's annual National Night Out celebration. Since 1998, the city has participated in National Night Out, which is a crime prevention and community outreach event. From 5:30 to 9:30 p.m., residents are encouraged to lock their doors and spend the evening outside attending neighborhood gatherings. Over the course of the evening, police, fire and National Guard units attend more than 150 of these block parties to speak with community members.   • More than one dozen segments of paved trail in Eagan are in need of resurfacing, and on Tuesday, the council may approve a $348,556 contract to company Prior Lake Blacktop, Inc. to begin the improvements.
  • The Eagan Economic Development Association may soon be in the business of building and owning a public parking ramp. The EDA may vote on Tuesday to apply for grant assistance from the Metropolitan Council to construct a multi-level public parking ramp in conjunction with the . The Met Council program is a new funding resource intended to help catalyze development in and around light rail transit, commuter rail and high-frequency bus transit stations. The area around the Cedar Grove Transit Station is eligible for this funding, according to city officials. The parking structure would be located adjacent to the proposed mall and would serve the development.
  • The Eagan EDA may vote on Tuesday night to sell 29 acres of property in the Cedar Grove area to a developer interested in building a 420,000 square foot outlet mall on the site. The city's asking price for the property is $14.73 million. The purchase agreement also calls on the EDA to construct a multi-level parking structure adjacent to the proposed mall that would serve the mall and other area developments. Under the proposed agreement, the developer would pay as much as $4.23 million for the parking ramp, and cover the costs associated with relocating a road and an Xcel Energy pipeline under the mall site.
