Heavy Council, EDA Agendas Focus on Outlet Mall, Retail Developments

A proposed, 400,000-square foot outlet mall in the Cedar Grove Redevelopment Area is back on the agenda for Tuesday's Economic Development Authority meeting.

The Eagan City Council will convene at 6:30 p.m. on Tuesday night at to hold a regular meeting. Here's a preview of a selection of agenda items the council is expected to discuss. For a full agenda, click here.

  • The Eagan City Council is expected to vote whether to approve the transfer of $5,900 to implement a composting/organics pilot program at the .
  • The developers behind the Boulder Lake Business Park in Eagan are asking for more time to complete the build-out of the business park and secure additional prospects for development. The Eagan City Council is expected to discuss a five-year extension of the term of the preliminary planned development agreement for the project. While site grading and installation of streets and utilities were complated in the first phase of the project, the developer has only completed construction on one of seven buildings.
  • The council is expected to recognize for more than three decades of service to the city in a ceremony and presentation during the regular council meeting.
  • requiring sit-down and casual restaurants serving alcohol to make at least 50 percent of their revenue from food sales. The rule change is part of a larger overhaul in the city's regulations governing and defining restaurants. The council is expected to vote on Tuesday whether to implement the proposed changes.
  • Developer EP Development, LLC. wants to build a one-story medical office on a 1.5-acre site at 3010 Denmark Ave., and the council is expected to vote whether to approve a planned development amendment that would facilitate construction of the clinic. Eagan's Advisory Planning Commission is recommending approval of the plan.
  • EP Development isn't the only developer with a project in the works. The council will likely vote whether to approve a rezoning and planned development agreement for a site along Rahncliff Court in southern Eagan. Oppidan, Inc. wants to build a 7,150-square-foot, multi-tenant retail building on the site, which formerly housed a gas station.
  • Finally, the Eagan Economic Development Authority is expected to convene on Tuesday night to consider an agreement with a consultant to conduct a market analysis in advance of . As part of the proposed agreement, the consultant will dig into projected growth trends in population and consumer expenditures and study what impact the proposed outlet mall and will have on the local retail market. The EDA is also expected to consider a development agreement with Paragon Outlets for the proposed site of the outlet mall.
